The OpenCamera APP (Android, not sure if available on IOS) has settings to force an available GPS location to take a photo and you can configure the display stamp.
Windows 10 embedded apps will preserve exif - but only if you don't rotate, edit them.?ÿ Paint and Photo view is horrible in scrubbing and scrambling date.?ÿ You can enable Date Taken in the windows file explorer (sadly, not on by default) which interrogates exif (if the date was properly placed by said phone).
I've gotten pretty use to this issue and a 2 programs I rely on. IRFANVIEW, with the all the plugins. Killer app, and an excellent reader of everything in EXIF. install all plugins, associate JPGs with EXIF, and click information, You'll expose EXIF, and can link to hundreds of web-based viewers - not just GE.
The best software, though spendy at $300 is GeoJot+Core.?ÿ Excellent watermark features, and can associate, by time or attributes location if you lost GPS.?ÿ Watermarking and reporting via PDF output is outstanding.?ÿ Rick Bobbit - developer knows EXIF better than anyone - and its tricky.?ÿ Mobile app is pretty awesome, photo centric, and easy to port data up to geojot via dropbox.?ÿ This program never, ever adulterates or scrambles EXIF.

As I recall, I switched from Irfanview to Xnview years ago because Irfanview couldn't handle the large file sizes that I was working with.?ÿ Maybe that's been fixed.?ÿ But I find that Xnview does pretty much everything I need for simple image handling.?ÿ If I need to mark up a photo I use Paint.net.
