We saw one recently parked around the corner from us.
Same thing as far as we could tell, a soldier that had returned.
Apparently, the government will pay for transport of your vehicle if you are reassigned or returning home.

That's only a couple of blocks from the Richard Rodger's Theater...no doubt it was Dick Cheney going to see Hamilton.
