Well, if you get on top I'm pretty sure you'd have clear sky from 15^ above the horizon. 😛
The replacement tank might have a coordinate problem, though. NGS has, for a few years now, said they no longer want reports on intersection stations like tanks, spires, and towers. So the confusion over waterspheres vs old tanks should go away.
Hey, you're not one of them "expert measurers", are you? The original data sheet called for a water tank and you've got you a water tank. What more do you need, bubba?
Sure, one of them academic types might complain that it ain't the SAME water tank, but obviously it's the water tank that the town agrees is the water tank, so it's clearly an ESTABLISHED control point that you would be messin' with a whole bunch of stuff to question.
Now this whinging about the tank not being suitable for GPS observation is just sad. It's a piece of cake. Why, you don't even need you a tripod. You can lay your antenna right on the top of the tank and get you a good reading on it.

RIGHT!! I mean, it's the TOWN's water tank.. who are you to go around saying it's not where it is. You goofy surveyors just don't understand the real world. Now go locate some power poles or a fence line and be quiet.
