I was having trouble fixing to GLONASS satellites while connecting to a network. I was using MRS_RTCM3 for almost a year with no problems until last week. I called for support this morning and was told to use RTK_near_RTCM3. It did fix the GLONASS issue but I'm wondering what the difference is. Does anyone know?

The RTK_near_RTCM3 is just using the RTCM3 station nearest to you rather than a specific one. So depending how long your job is, you may be accessing different stations at each end of the job.

Perhaps Mr. RMTC3 found out that you were using Mrs. RMTC3 and didn't like it.
