The device shown in the foreground is listed for sale on an online auction site that I follow. Said device is located in LaCrosse, Kansas. LaCrosse, with a population of 1250 is the county seat of Rush County with a total population of 2950 spread over 718 square miles. There would seem to be no need for such a device in such a place.
