Tools for inventory stock monitoring of stockpiles

Hello from Geneva. I'm looking for good tools to measure and determine volumes of stockpiles for inventory stock monitoring of bulk commodities. Complicated methods using Total station are not considered. Drones are also not applicable due to local restrictions. What is the best (in terms of quality/price) handheld SLAM scanner?
