When running network rtk trying to set control the network keeps going to float then autonomous then will go back to fixed constantly which is annoying since it keeps resetting the epochs. Also, I keep getting excess movement alert when the rod is perfectly still which also resets the epochs. Is there any way to make it less sensitive to excess movement? I always had Trimble equipment before and am still getting used to Topcon.
How was your cell connection? Sounds like a very weak connection or are you in a heavily obstructed area?

I also would first suspect latency as being the most likely culprit.
That being said...what model gear are you running, and how many constellations/signals does it support?
What about the network - is this a single-base or network solution? What broadcast format?
Latency is also the top of my list of guesses.
Maybe also how far the Rover is from the 'base station' used affecting the estimated and achieved accuracies.

I believe it’s network solution however, it occasionally switches the base station so not sure. I’ll have to check when I get back to the office.
Doing a little research it looks like latency might be the issue since I see a counter on the top left of the screen when it’s floating. Not sure what to do about that since it does it using two different phones with different providers. Also, it’s only started giving me problems the last couple weeks which is why I thought a setting might have accidentally been changed.
Keep an eye on the connection drop down sometimes it will connect to a test network instead of the one you should be using and will still show reasonable residuals but will not stay fixed
We used to have a lot of issues like that with DGPS (as I recall) turned on......We shut that down and the issue went away. Of course we were close to the coast which might have also been part of the issue.
