They have not, however the thicker, darker cloud is farthest to the right in the first and your eye is drawn to the bright left cloud first (or at least mine is) while in B the darker cloud is on the left, setting the mood for the image to my mind.

Maybe it's right-eye dominance, but I feel like I'm looking at both scenes from the right so in A I feel like I'm looking around a corner at the back of a building where in B I'm looking straight at the front of a building.

If you read it like a graph from left to right, it's like a big dramatic peak in B, rather than the gradual build up in A.
Maybe it's also something to do with the perception of lean to the left vs. lean to the right, given the lines of perspective.

Looks kinda like one of those fun house mirrors, but it is visually appealing in a weird way. You know it is not right, but still it looks cool. Kind of surreal.
