I know it's a little over the top, but I would demand a rental bike and see what they say. If they are having a hard time finding a replacement or coming up with sufficient money to buy a replacement. That's their problem not his.
In Calif. your registration is revoked if you cancel insurance on a vehicle. Is he still paying insurance on the bike?
The bike's value is diminishing as they wait.
Another issue that comes up relating to delays. The repair shop gets a storage payment for every day a vehicle is in their shop.
If they can find a customer that is not going to push it, they will keep the vehicle in their shop as long as possible. Many times you will get excuses like parts are not available...wrong part was sent...waiting on the insurance company, ect.

So you can buy a crotch rocket.
So, if the ins co can get YOU to pay the bank and not them, that is money in their pocket.
Ins companies are EXPERTS at reducing their pay outs.

To make a profit for the ins co.
Now, the ball is in your court, to see if you can make ins useful to YOU.
Have a day with it.
I'd ask NOW for another bike til it's settled.
And, a cash value, for the time, between the wreck and now. Like 20 bucks a day.

Many people elect to purchase insurance on their own accord. Not every vehicle has a bank loan attached.
If you paid $30,000 cash for a new bike, I'd bet you would get full coverage, even though there is no bank making you.
It's for peace of mind knowing $30,000 won't vaporize in an instant if a dog runs out in front of you.
PS - not every motorcycle is a crotch rocket.
