From ??The House my Grandpa Built? 1971...thought it was cool that the surveyor made it into the story

I remember my Mom used to read to me a book about a City being built, and it had a Surveyor in it, not sure if this is the same book, I think the book had animals doing the labor work, I seem to recall an Elephant carrying a steel beam.
