I am looking for a Droid App that will convert SPC to Lat/Long and back.
Any suggestions?

I believe NGS has the tool you are looking for. Scroll down to State Plane Coordinates on this site and I belive you will find what you are looking for.

That is the tool. I am looking for it as a phone app.
