After attending a training session yesterday for access to survey on the tracks of a Class 1 railroad, I'll tell you that the photographer of the picture of the wheels had to violate several of the safety standards.

Not if the photo was taken under the supervision of the railroad. Appears the photos were taken in Britain and are primarily of historic equipment. The content of the Age of Steam Roundhouse is similar and documents the construction of the facility as well as the historic engines and rolling stock at the site.
