@notsomuch?ÿ Probably so. When I started with the USFS in 1968, both GSA and USFS Fleet Vehicles (First Gen Bronco, 1/2 & 3/4 Ton 4x4 pickups, as well as International & Dodge "carryalls") sported PTO winches. Around 1970 new GSA Suburbans (and later Jeep Wagoneers) started showing up with Warn Electric winches (which for the most part sucked). I had a 1966 FJ40 that I was restoring many years ago, I had a factory Toyota PTO (new) and a Braden 15,000 lb. PTO winch for it, but never completed the restoration (long story). Back in the day, Nissan Patrols and Toyota FJ40s with PTO winches were never common, but the further into the boondocks you got, the more often you would see them.

BTW, my 1953 Dodge M37 had a Braden PTO winch, it extracted a number of 4x4s over the years.
