Printing double sided at Office Depot

This is from a chat session with Office Depot customer service about the charges for printing two different sets of TxDot plans. There is a price break at 100 sheets or pages, not sure which:

Diego : Hi, my name is Diego . It will be my pleasure to assist you today.
Diego : Hi James
You: I have two different receipts for two different printing jobs from two different Office Depot stores.

Both are B&W 11x17 printed from a pdf file and printed double sided. I had certain range of pages to print on both so that may have changed the unit price.

One was 64 sheets, 128 pages,
The receipt shows
64 @ 0.27 $17.28
64 @ 0.27 $17.28
$34.56 total

The second was 82 sheets, 164 pages
164 @ 0.27 $44.28
Bulk @ 0.23 $-6.56
164 @ 0.27 $44.28
Bulk @ 0.23 $-6.56
$75.44 total (before coupon)

One is using the total sheets of paper and the other is using the total pages (two pages per sheet)

Which is correct?
Diego : Thank you for your patience.
Diego : I can see that the first receipt is shown for single sided print and the second receipt is shown with double sided print
Diego : I'm sorry, Are you still there?
You: If I have 160 pages, 80 sheets of 11x17 double sided printed without any custom selection, how much should it cost?
Diego : Please give me a moment
Diego : I checked and see that it will cost around $75 for you
You:

You: That is not correct because both use the code 167053
Diego : I am sorry, since the print order was placed in the store the price can be changed from one store to another please contact the store directly and they will help you with the exact details
You: How much would it cost to print 160 pages of 11x17 single sided?
Diego : It will cost around $44
You: So it cost me $31 to use half as much paper?
Diego : Yes, you are correct
You: Well that is about the stupidest statement I have heard all week. Thank you for your time.

It's time to get out the box of crayons and the big chief tablet and go talk to the manager, color him a picture if necessary.

I went to a copy shop to get them to print the Ashtech GNSS manual that would have been nearly a ream of paper.
They quoted me nearly $600.
That was 10yrs ago and that was when I got my first Brother all in one printer.
I printed it myself at about 40pages at a time, cost a ream of paper and a black ink cartridge.
Even in color, I would print that in my office with my Brother all in one printer.
I only go out of the office when it is larger than ledger size.

I prefer the toner printer because an injet print tends to run when wet. I can go to our office and get them printed but I can't make them do it my way and I don't have a place I can connect my laptop and do it myself.
