If it's in the wrong location it is the duty of the light surveyor to fix it RIGHT!
Maybe the light bulb keeps burning out because the light fixture is in the wrong place.
one time a property owner was 8' tall. He moved the light fixture off to one side of the room so he didn't keep hitting it with his head.
That doesn't establish the true location of the light fixture because it's just a light fixture of convenience.
