Is it "really" free, if you MUST donate $35?

In the eyes of the IRS, you can only deduct the difference between the donation amount and the "free" item amount, so if they say receive free this gift worth $10 with your $35 donation, then you can only claim $25 on taxes, these things are red flags for/during audits.
