Have any of you guys created an interactive pdf? For example, if you click on the B-2 exception in question it redirects you to the portion of the survey that shows the particular easement etc.
If so, what software do you use? Is it a pain in the a**?

I use Nuance pdf converter, which has a wide variety of pdf editing and creating options. It was a lot more affordable than anything Adobe had/has on the market. I found it on sale for $25, although now I think it's listed at $35. The MSRP for the software is $99, but I wouldn't pay anywhere near that for it. I will be happy to share more details with you in private, but I don't want this to sound like a commercial.
Acrobat XI (pro) allows you to select any text object, right click and "create link" to a chosen view of the document. Pan and zoom to any view is allowed.
I have had a look in Foxit phantom but I can't find this functionality, only for bookmarks in the bookmark pane.
