"Carl is a very important member of our community and he’s a very important volunteer for the plant,” she said. “He has the skill set that we would have to pay a consulting firm for or tie up other county resources in order to bring in a surveyor crew onto the plant site to make sure the plant runs at optimal levels."

Probably not such "good news" if you're trying to run a business in the community and some bored retired guy is taking money out of your pocket.

Now all Christina Pellegatti needs to do is find a retired technical project coordinator to do her job for free and she can really save Pinellas County some money. Talk about a real "win-win" situation, I'll bet the county would give her a raise for such a great idea if only she was still employed with them.

Carl is a good guy. Sounds to me like he is performing a service that otherwise was not going to be done at all and hadn't been done in the past. Possibly the efficiencies gained were not worth the cost, but are good for the community if volunteers can provide them. He retired from our local DOT and was always a pleasure to work with. Not one of those guys that ran around competing with private firms on the side.
