If you've seen clear violations, and have had the proof, why haven't you filed the complaint on behalf of your client? The Board can't act on what they don't have knowledge of, and you have a greater interest in who does or doesn't survey than your clients do. They just want something fixed so they can put the matter behind them. They won't have to deal with the situation again. You, on the other hand will see the same situation with other clients over and over throghout your career.
The Board can't just go after architects as a profession just because many of us can remember one or more (or many) instances where architects did their own "surveying". Not every architect does it. Any action taken has to be done against specific architects for specific violations for which sufficient evidence is provided to show a violation has ocurred.
If you have an architect's site plan with obviously measured base info not attributed to a surveyor and have real surveyed info to show the base info wrong, it seems that you probably have enough to file a complaint.
If you have sufficient info to show that an architect has violated the PLSA, I'm pretty sure the Board will do something about it. I wouldn't work off rumors or "the impression" you get from talking to people who have been involved with enforcement issues. Call the Board, talk to an enfocement analyst and find out what kind of info they need to work with. Get it to them and see where it goes. After that, you can at least have some first hand experience to comment on instead of third hand impressions.

PS Evan.. I just wanted to also say that If you think that I would ever file a complaint against an architect, well, that would be 100% nutz!

Filing a complaint with the CA Board is like barking at the moon. I know of complaints that have been filed years ago that have no resolution to them. Not just no resolution, but no response to the complainant of any substantive kind. If Ric wants to respond to that, fine. I understand budget restraints but shoot, does the enforcement unit have so many cases that it is just paralyzed?
