Interesting business strategy.
Since the only data they are basing the claim on is internet searches for "iPhone slow" at the time of new iPhone releases, is suspect it's a placebo effect; those apple users who are obsessed with having the latest version are looking for a way to justify the purchase to themselves.
I left Apple back in the mid 80s when they refused to adapt and allow other programs to work on their computers of limited ability.
That is when they let it be known that their plan was to be and stay proprietary.
Carlson and most others took their software and coded it to Windows and instantly they had a better product.
IMVHO, most everyone in the communications industry have dialed it back to suit their own needs when they needed to.
Take the internet providers that promise 10mbps and deliver only 3 because too many customers are on their antiquated system at the same time.
I have a Samsung S5 that is probably soon to be obsolete because the operating system and Verizon Apps and Samsung Apps are at a point they almost fill all of the on board memory.

That's possible, but not likely.
The searches would not include those words. They would be looking at new features etc...
It really does fit that they ARE running slower, and this preps the users to buy the nxt model...
The phone is constantly prompting to update. But apple knows that the newest updates cause issues on even slightly older phones. I've had multiple apple employees tell me that. For example, I updated once, now my voicemail is glitchy, and will start and stop when playing messages. So, I won't do it again. The phone is continually prompting me for upgrades and I have to keep telling it that I don't want any. It's a bit annoying.
