Is Georgia Secretary of State Brian Kemp a judge/surveyor ?
In Ontario, this would be a Boundaries Act decision.

I feel sorry for the surveyor, Terry Scarborough who, if I recall, came out short on payment for a difficult task.

Looks like a clear case of Mr. Kemp bowing to financial pressure as his personal accounts have surely been inflated greatly by being in a judge and jury position, in his opinion, that is.
