The company I work for is looking at putting together a price to locate day beacons in the Salem Harbor area in support of the Coast Guard's Aids to Navigation efforts. The only product the Coast Guard needs is a lat/long and height of the day beacon. My boss was wondering if this would require a MA license as in Maine it would not. Thank you for your help.

According to the Definition of Land Surveying (M.G.L. 112, S 81D)you would be practicing land surveying and would thus need a stamp.
