How practical is it for someone who is not a professional surveyor to own a surveying company?

Yes! It definetly can be done.
I know people who doesnot operate the TS and have very less knowledge than their workers but still manage to run companies through management. I know 2 survey companies which run in such way.
Skills can be commoditized, you just need to have a strong grip on marketing and management.
