WSDOT is currently seeking a Transportation Engineer 4 to manage the Survey and Right of Way (ROW) sections of the Olympic Region (OR) Plans & Design Support Office, as well as provide independent direction and supervision to survey personnel performing advanced engineering work in the collection and analysis of ROW control, monumentation, property boundaries, and other related issues. This position provides expert advice on surveying issues and contributes to the office's mission by providing oversight of all ROW plan modification processes, which allow ROW acquisitions to occur, and makes possible the delivery of OR projects. This position supports the agency's mission by ensuring that OR personnel follow departmental policies and State laws governing land surveying and survey monument protection while helping to deliver safe, reliable, and cost effective transportation projects. The position also supports the strategic plan by providing staff a workplace that supports and promotes training and development for professional growth and upward mobility, in addition to fostering a physically and psychologically safe workplace where all employees feel that they belong.What to Expect
Among the varied range of responsibilities held within this role, the Right of Way Plans and Survey Engineer will:
- Supervise the development and review of new and revised ROW plans, which involves an independent review of geometrics, alignments, recorded survey data, ownership information, property descriptions and title reports, area calculations and conformance to Department policy.
- Manage the ROW update program and review consultant submittals.
- Provide expert advice on surveying issues, including questions on ownership and parcel boundaries.
- Supervise the maintenance of the region ROW archives.
- Provide subject matter expertise to independently analyze and respond to complex engineering issues for surveying and ROW plans.
- Apply sound engineering judgement and advanced engineering expertise to interpret data, identify problems, and develop solutions for the Cadastral Surveying work group.
- Plan, assign, and review the work staff; ensure staff perform accurate analysis and collection of right-of-way control, monumentation, and other related issues; and adjust assignments and schedules to maintain adequate staffing levels and respond to fluctuating workloads.
Qualifications
To be considered for this opportunity, the following are required:
- Eight (8) years of demonstrated experience in surveying with at least four (4) years of cadastral surveying experience.
- Demonstrated experience in understanding and interpreting title reports, deeds, easements, and other instruments used for the transfer of property rights.
- Skills to effectively communicate technical information, both verbally and in writing, to a diverse audience including those with non-technical backgrounds.
- Demonstrated experience supervising staff, with skills in mentoring, coaching, and team building.
- Proficient in operating Windows-based computer software, such as MS Office Suite and virtual meeting software, such as MS Teams.
- Possession of a valid driver's license to operate vehicles in Washington State.
- Possession of a valid Washington State Professional Land Surveyor (PLS) license within twelve (12) months of appointment.
- Ability to traverse rough, steep, and uneven terrain during a limited amount of work that is performed outdoors.
It is preferred that qualified candidates also have:
- Demonstrated experience developing and revising right-of-way plans.
- Proficient in operating engineering software, including MicroStation, lnRoads, or OpenRoads
- Two (2) year college degree in survey-related studies.
- One (1) year of experience as a Transportation Engineer 3 or equivalent level work, such as a Bridge Engineer 3 or Transportation Planning Specialist 3.
