Urban/engineering legend has it that in European countries, they build hills with landfills and turn them into ski-fields.

I cannot comment on Europe, but they do turn them into parks and ski slopes here in Ontario:

In fact, our local ski hill was made up of the old dumps:

https://blog.locorum.ca/latest-news/places/boler-mountain/

" The quiet residential tracts that surround the ski club now were all fields and waste in those days, and the hill itself was rough and untouched dating back seemingly to antiquity."

"Expansion" of the ski slopes involved covering over the landfills.
