i need to know scale factor calculation.

what is Oklahoma scale factor

That's complicated, I'm assuming Oklahoma is Lambert, so the grid scale factor will change between the north and south zone edges as the plane sinks into the ground between the two edges the grid factor will shrink. You would have to be way more specific, there are almost an infinite number of scale factors.

It depends on just exactly where you are in Oklahoma, on what the elevation is at that point, and which projection you are working in.

Figure out roughly the area you want the value for. Go to the NGS website and get a datasheet for one of the NGS points near your area. Use the value they publish.
