Flatly, that doesn't move the bag toward home plate 3 inches unless theyre offset toward that direction...

Yeah, that's a tough one. The back corner of first base is 90 feet from the apex of home plate, so the front edge will be 3 inches closer to home plate.
Second base is measured to its center. If my math is right, the distance from the edge of first base to the edge of second base is 4 1/2 inches less with the 18-inch bases.
How this affects a runner at first and his lead off the bag is tricky. His distance from first shouldn't change, but with his standard lead-off, he'll be 4 1/2 inches closer to the edge of second base.

The real issue is the number of times a pitcher can "go" to first or third. If I could stand watching what they call "baseball" anymore...guess I will just read the news reports.

With the pitch clock the runner really doesn't have time to inch out to a big lead anyway. He either goes or he doesn't. They say that game times are down a half hour with the clock, which is a good thing, IMO. Get the ball, pitch the ball. Halleluiah!

True story:
For years my wife thought John Fogerty's song "Put Me In Coach" was a song about an airplane trip.
Some time back we were watching Fogerty on a TV special and he did that song with a guitar fashioned like a baseball bat. I was amused and mentioned the semblance which confused my wife. After a short discussion her confusion became apparent.
