The guide was prepared by Robert Ent, PLS in 2006. You can download it. You just have to wait a while before the timer kicks over unless you pay. It took me 12 minutes of waiting in the queue.

I'm not sure if the State Specific is still open book or run by NCEES now. The board's website talks about the engineering exams, but not the PLS exam.
I believe that paper was written by Robert Ent as part of his senior project at NJIT.?ÿ I would still contact Dr. Potts to see if anyone has updated the paper.
The topics of the test are not top secret
