This is not intended to be "political", it's just an observation on how Ohio works and maybe part of the reason why, in Ohio, we have untrained, unqualified GIS personnel telling surveyors how to survey....
A person, in Trouble County Ohio, brought suit against out county engineer for some stuff ...
The idea was that the county engineer did some illegal acts, along with some business dealings that appeared to be unethical ... So much for that ... I've seen enough unethicalness myself ... first-hand.
ANYWAY ... the lawsuit was dismissed ... sometimes they do get dismissed for various reasons.
But the reason for the dismissal with no ruling on the merits of the case, was that the "illegal" activities occurred in the C.E.'s first term(the term he was awarded by the commissioners because the last C.E. was removed when the present C.E., brought suite against him ... in the "right" term), and the suites were brought in his second term ... not the "same" term that he committed the violations in. The judge indicated that he had to be sued "in", the term he was serving when he violated laws or ethics, or what-have-you.
Funny sometimes ... how things work ... well, kinda funny ...

Not just in Ohio
A local city treasure was caught for paying tens of thousands of dollars for her personal use. She was found guilty and was given probation because it was her first offense and kept all her ill gotten goods without having to pay the funds back.
There is a current county servant that was caught acting as an attorney without a license. Nothing happening there either.
Then there are all the local kids that go off the line and they go to state jail for 14mos making it a felony and can never climb up the ladder again and get away from probation for 5yrs, ankle monitor, random testing and attend drug court over trace amount of evidence vacuumed from vehicle carpet.
