it is so sad and true
about 4 years ago somebody filed with Conservation in Harwich, MA
the commission closed the hearing
they re-openend the hearing without advertising (violation of open meeting law and wetlands protection act) took additional testimony, then closed for a second time.
the applicant appealed the lack of decision to the DEP 21 days after the first close
it went all the way to the supreme judicial court who boldly stated "Meh, government works slowly and cannot be expected to meet all of their deadlines".
i say, huh, if i miss a deadline by a day, my project is sunk.
