It's pretty rare to find someone who can both manage a project, as well as perform the project, at the same time. Usually they can do one, but not the other.
Projects may include boundary, topographical, construction, control networking and high definition surveys.
It's even more rare to find someone who can both manage and perform all of those types of projects at a high level of competence.
Ongoing communication with the Division Manager, clients, staff and internal design team is essential.
Translation: "You're going to be spending more time in meetings and giving status updates than you will spend on actual project-related work."

You should respond to the ad and say "There's a remote possibility that I may be somewhat qualified in a variety of the skills that you may or may not be looking for".

Wanted: Survey Party Chief. Must be highly proficient with Trimble, Leica, Topcon, Carlson, and Microsurvey field software. Must be experienced in boundary, topographic, and geodetic control surveys, as well as high definition scanning and dimensional control. Must be proficient in Autodesk Civil3D and Microsoft Office. Must be willing to travel and/or relocate as necessary. Starting salary $12/hr.
The fun part is I'm interviewing candidates for a HR Manager position this week as well....
