eLOMA property description
I have a client with house and portion of a larger property which is actually above the BFE. The instructions for the eLOMA disqualify the following from submission: a proposed structure, a proposed portion of property, or a proposed legally recorded parcel of land.
As I understand this, if you want to remove only a portion of a legally described property (hopefully only that portion above BFE :-)), you must use either the paper LOMC forms (MT-EZ or MT-1) or the online-LOMC. Is this correct?
Also, to remove only a portion, what documentation is required besides a FIRM or FIRMETTE, copy of the deed, and/or plat, and or assessor map? A legal description and map showing a survey of the requested property to be excluded – maybe with elevations? Since the client wants to remove more than the existing house, is an Elevation Certificate required, and if so, how would I enter the information for the property elevations?

You’ve got me confused, I thought the eLOMA was the online version.
Anyway I am preparing an eLOMA? now for an existing structure and am actually expanding Zone “A” in the hopes that I do not have to develop a Flood Elevation due to the size of the upstream area, no published flood data available, from anybody. The FIRM Map Zone “A” does not really match the existing topography in the area of the dwelling. I am expanding it to match the existing gradients. I want to get as much data as possible into the reviewers hands and we can then develop the proper solution. They may not in fact want or need all the information but this is not a standard case.
One size just does not fit all.
The last time I prepared to remove an area from zone “A” I did not have a storm flow from others, I cross sectioned above, at and below the dwelling and established the Flood Line. I matched widths of the mapped firmette Zone A with the proposed Zone A and it followed the contours quite well. I GPSed in elevations, had a survey of the parcel with description on the map and a described “Area to be removed from Zone A” description on the map. Other information was Lat and Lon of most upstream area of the parcel and most upstream edge of the structure, elevation of the lowest area to be removed from Zone A, downstream property line and a Base Flood Elevation and width at each cross section. The area to be removed was at least 1′ outside the amended flood plain boundary.

I was surprised too and just found about the online-LOMC today. The eLOMA is submitted only be LP (licensed professionals) or CP (?) and is usually quick unless audited. The online-LOMC is similar but appears to be the equivalent of the LOMA/LOMR etc and can be submitted by anyone. but the approval time is much slower – like the paper versions of the MT-EZ and MT-1.

LOMA / LOMR-F Tutorial SeriesIf the request is for a portion of a parcel, a certified metes and bounds description and map of the area to be removed, certified by a licensed land surveyor or registered professional engineer, are required. The metes and bounds description must cover the specific area to be removed, and it must be tied to an identifiable starting point. If the description is for a legally recorded lot or parcel, the metes and bounds description should commence or begin at the lot or parcel corner. Metes and bounds descriptions must not intersect or coincide with the footprint of an existing structure. Please see the example below for the preferred format of metes and bounds descriptions.

DHS-FEMA encourages the submission of metes and bounds descriptions in digital format on a CD. This may help expedite the processing of your request.
See the “ELEVATION FORM” per the MT-1…”Lowest Lot Elevation” = lowest elevation of the PORTION you are removing…

eLOMA is for appropriate projects with known BFE (published).
Online LOMC is just like mailing it in but you submit everything electronically, saving yourself a couple of weeks on the reply time.

I guess I am preparing an online but not an eLOMA.
