Editing a Carlson GPS Localization file???

Yes. You can go to points screen in the localization tab and highlight the point(s) you wish to edit and then press the edit button and change the point data. After which, you will need to re-process the raw file and generate a new crd file. If you have more than one base setup, it is much more involved.

Do you know if it will automatically raise all the new data we collect from that point on, or do you have to manually change all the new data using that localization file?
I guess my question could be asked, does it adjust the vertical also, or just the horizontal positions?

Yes, anything collected after the change is made will be transformed based on the current localization values.
