Look at the difference between hard and soft breaklines. I don’t have it in front of me, but I remember that the TIN will cross a soft breakline but not a hard breakline.

Are your breaklines 3d polylines? That is how I create my breaklines, and I generally have pretty good results. I am currently running Carlson Survey 2008 Standalone.
I will be upgrading to Carlson Survey 2016 in a few days. The 2008 version has been a workhorse for me.

Yes and they should be on the “Breakline” layer for simplicity.
The contouring program only looks at 3D entities.

I have always used the 3D polylines, and never had any issues. I also make them a unique color on a separate layer to help make them stand out in the drawing.

I’m confused, if the program is using the breaklines for interpolation what is the problem exactly? Or was that a mis-spoken statement?

I bet he meant to say “as if the break lines aren’t there”
